Planning Department Responsibilities

 Land use planning plays a vital role in the Township, as it serves as the basis for implementing policies and regulations in order to guide and control development. The Department’s responsibilities include developing and implementing the Comprehensive Plan and Zoning Ordinance to apply public policy to future land use and enforce development standards. The Planning Department then provides recommendations to the Planning Commission and Board of Trustees to help carry out strategic land use and planning decisions in the Township. The Department also oversees processing applications for site plans and provides guidance to residents and developers.  

Comprehensive Development Plan

The Comprehensive Development Plan lays out long-range land use policies that aid in guiding and controlling development in the Township. Click on the links to download the summary or the full version of the 2009 Comprehensive Plan , as well as the Future Land Use map.

Zoning Ordinances

The Zoning Ordinance is intrinsically linked to the Comprehensive Plan as it contains regulations to enforce the goals, policies and objectives of the plan.  The Township is split into seven zoning districts: Public Lands or Open Space, Development, High Density Residential, High Density Development, Low Density Residential, Medium Density Residential and Rural. Within each of these zoning districts are regulations for appropriate uses, size of the land and structures, setbacks, buffers, etc. Please refer to the Zoning Ordinance for more information.

 


 

Current Planning Department Projects

 Below are projects that the Planning Department is currently working on. These work projects are part of a greater effort to help plan and promote the Township and be proactive with economic development strategies.

  • Capital Improvements Program

A Capital Improvements Program is a blueprint for planning a community’s capital expenditures and is one of the most important responsibilities of local governmental officials. It coordinates community planning, financial capacity, and physical development.

The Capital Improvement Plan is the priority 6 year investment schedule of public structures and improvements. The projects within the plan are generally public investments such as infrastructure improvements, government buildings, public water and sewer, etc.

The CIP is prepared by the Planning Department and then reviewed by the Planning Commission. It is then forwarded to the Township Board for review and final approval.

  • Economic Development Initiatives

The Planning Department is working with Bath Charter Township to develop an economic development strategy with a focus on business attraction and retention tools. Please contact the Planning Department if your business requires specific information or assistance for expansion or location within Bath Charter Township.


  • Township Activity Center Initiatives

The vision of the Township Activity Center as outlined in the 2009 Comprehensive Development Plan is to include a streetscape design study and implementation of a pedestrian sidewalk plan.

  • Wind Energy Conversion Ordinance 

The Planning Department is working on developing an ordinance regulating how wind energy can be utilized in the Township. The Township will focus on creating an ordinance for the smaller systems (on-site) that are typically used for residential areas and smaller businesses, as well as farms.  To view the Public Information Workshop for Wind Energy, please click on the link below.


  • Marsh Road/E. Saginaw Traffic Access Management Study

The study consists of a vehicle access management plan and ordinance to provide for a coordinated vehicle movement strategy for future development along Marsh Road and East Saginaw Highway.
